You may change the allowed size in Usergroup Manager > select Usergroup > custom avatar max width and max height.

Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup -> Picture Uploading Permissions -> Profile Picture Maximum Width (pixels) and Profile Picture Maximum Height (pixels)
