Recently I have been having people on my site spamming porn and everything because they were banned for posting that stuff in the first place. They keep using proxy IP's. I need a mod that will not allow people to view my site that is using a Proxy IP. I have seen the proxy conversion mod, that still lets people access the site. I need to block them completely.

Have you looked at that? It might help your problem...

It'll recognize the cookie on the person's computer and automatically ban them
