3.8.2 and i cant seem to get the time right on the forum! i go to my vbulletin options then date and time section and put it to "central time" and still saying 6:00 am when it is 3.30 am? anyone know what to do ? thanks!

Make sure the time on the server is accurate.
Then make sure the global settings for vB are set correctly.
And then your own personal account.
Keep summer time, etc into consideration.
