Registering email banned? No!

vBulltin 3.7.5

A user complains that he cannot register to our forum. vBulletin claims that the email address is banned:

? The administrator has banned your email address. To contact the administrator click here

But it is not banned, it is not even in the database (checked in MySQL). IP does not matter, I cannot sign up with this mail addresse neither. We had an Akismet code that didn't work anyway but I disabled it. No change.

Any idea?

There is probably not a user with the e-mail address that got banned, but under the "user banning options" the admin has banned something in the e-mail address.

For example, many websites ban any e-mail address that has .ru in it, because most registrations with that e-mail domain are spam bots or spammers.
