Is it possible to have one skin set to use a legacy postbit and another skin set to use the normal "above post" postbit?
If so how?

Sure. Just copy the legacy_postbit into the postbit template, or vice versa, in the skin - ie. if you have it set to always show postbit, but you want to show the postbit_legacy template, just copy the postbit_legacy template into the postbit template for that style.
