The previous admin of our message board added a bunch of stuff to the reply and new thread forms, can someone clue me into where I need to go to remove these items (the ones circled in red)

Try Custom BB Codes > BB Code manager > select each code to Edit > see if "Button Image" has a path and if so, remove it.

If you would like to include those images but expand the text editor please refer to the CSS at "/clientscript/vbulletin_editor.css" and template "newreply" to modify the width.
