Is it possible to know who added a tag on a thread?

I am asking this because on my board someone added a tag whit an insult inside, so we need to know who must be banned.....

Edit Tags > hover over the tag

Is there also a history for this? E.g. after deleting a tag to know how it was before? (I created a plugin for this but am wondering if it is not necessary...). There is a history for the posting, a log-history for title and prefix, but I think nothing for the tags...
