str_replace?

Trying to design a plugin for my site...

Basically I want, when someone says /kumquat <a username>, (old joke, don't ask) that it will show:

<username> throws a kumquat at <username printed after /kumquat>.

The code I've done is this:

But of course that doesn't seem to work. Any ideas?
