Is there a demo to see the functionality of the tabbed approach?

Are the tabs below the logo at the top of the page? I've been trying to find this mod forever. An example as what I'm looking for is the tabs that vbulletin.org has on top of their page. does this mod do that????

i would like to add tabs on top of my page.
