Is there an option that allows a thread starter (any thread starter) to select users who should NOT be able to reply to that particular thread?

My forum has a great need for this, and this would be a great mod if available.

I think I've seen a mod for this. Try searching "thread*" in "all mods" "titles only" and see if it comes up.
