Moving Thread Tags to Top of Page

I am having a problem moving the thread tags to the area above the thread navigation. I tried moving:

Whenever I do that though, and try to edit the tags, I get:

"You did not select any posts to which the action you picked can be applied."

Any suggestions as to what I'm doing wrong?
