Make Animated Avatars Static if user is loged out

I wish to make all animated avatars static if the user is loged out

for 1 it will decrease page size , the user wont be online anyway and wont see that there avatar is "broken"

for 2 im having an avatar generator built and it generates animated avatars , i can see where this has potential to be used as our new online / off line medium

to do this all a coder has to do it make the max size 1kb for a users avatar if they are loged out , that will force the animated avatar into static because it exceeded max size
