I want to include a library of files for our online community. Is there a way to add this functionality to vBulletin.

What we want is a specialised library of uploaded files and links to other sites and a way to organize those files and links by category. It would be nice to be able to search the files but not crucial.

once you are licensed, you have access to the files repository here, where you can grab a great tool called Links and Downloads: https://vborg.vbsupport.ru/showthread.php?t=166094 which may answer most of your needs...
