Sitewide Navigation Bar?

What I'm basically trying to accomplish is use Vbulletin as the forum software and WordPress as the CMS for the main intro page. I'd like to have a site wide navigationbar/header. Ive seen it done and it looks really nice, anyone know what all is involved in this?

You can modify vBulletin's templates to match the style of your WordPress installation.
