Every new member on my site is unable to send or receive PM's until the meet a certain criteria. However, I want the Welcome PM and any Admin/Mod PM's to be able to go through. Even better if they were able to respond to those only. Is there such a mod or option?

Have you looked through the Private Message Enhancements add-ons for your version of vbulletin? I don't recall seeing something like this, but I've never really been looking for it either.
