How do i require x amount of posts...

Hi,

Im having troubles... How do i require users to have x amount of posts in order to post in a part of my forum? Also to require users to have x amount of posts in order to use links in signiture? Do I do this with usergroups; if so how exactly can I do this? Isnt there a mod out there that does this?
