Top100, MMORPG Top List, voting at top of page?

Hello,

is there any mod where I can get a row of "top list" sites, and then users can click on one of these sites, and they put their username, and then they get points or something.

such as here: http://www.rfequilibrium.com/index.php

at the top of the page, there are the "Xtreme Top 100, Top100, GTOP100" etc. THen whe you click on it you, put in username and vote.

ANy mods that can do this?
