Try disabling any modifications you have running.

This doesn't appear in the Staff section. I have no idea why it's not. |

Do the config.php file edit to disable your modifications. (http://www.vbulletin.com/forum/showthread.php?t=170881)
That error looks more like a hosting issue however, so you may want to contact your host to see if they've changed anything. |
