I would like to turn the function to give reputation off in one forum. Is this possible with an existing hack, or do I need to add a conditional the reputation button? I suspect that this would add a lot of queries?

The easiest way would probably wrap the reputation buttons in a query. Shouldn't add any queries if you just use a if condition in the template.
