Adding DHTML Menu

Not sure if anyone can help me, but Im looking for someone to add a DHTML menu, to the header of my site, similar to the very top bars on these sites:

www.webkinztown.com/forums [top silver bar]

www.webkinzinsider.com/forum [top blue bar, right below ads.]

Ive tried, with no success, so any help is greatly appreciated.
