How 2 Surround Main Forums in th ForumHome with Frames

Hello guys

I want to know how to seperate main forums of each other and surround them with a frame such as in the picture

I have some ready template to use but I woud like to learn how to do it my self so I don't worry about my template's compatibilty with new vbulletin versions
