theres a option in VB that automatically selects when someone Private messages you you get a pop up - when you edit a user there is an option but the defaults No.

It doesn't have to automatically default to not pop-up, you just have it set that way. vboptions > user registration options > default reg options > Pop up a Notification Box When a Private Message is Received > check it
