Reputation System - Can someone answer some questions?

I was wondering if someone could explain the different features of the reputation system. I have forum members asking what the different coloured blocks mean (blue and green) and generally how it works.

So if someone could point me in the direction of a tutorial or just explain the features of the reputation system that would be great
