The vBulletin Admin CP has the options on the left. If I wanted this on the top or right. Would this be possible?

It is not a default option in vB to be able to move it. You would have to rewrite the pages in the admin cp to move it - or at least rewrite the way the frames are defined.

Pretty cool idea, maybe make the top frame with navigation and drop downs for each section

But probably way more work than what its worth, and who knows how the vB4 adminCP will look like
