Social groups image not loading

In VB 3.8, whenever I try to upload an image for a social group, this happens -

If I choose Option 1 - Enter the URL to the Image on Another Website, even if I put in a valid URL (checked and rechecked) it says -
"Upload failed due to failure writing temporary file."
A line at the top says -
Warning: tempnam() [function.tempnam]: open_basedir restriction in effect. File() is not within the allowed path(s): (/home/xxxxx:/usr/lib/php:/usr/local/lib/php:/tmp) in [path]/includes/class_upload.php on line 275.

If I choose Option 2 - Upload Image From Your Computer this is what happens -
Top line says -
