ok so basicly on profile styling on vbulletin for some reason its forcing users to use images from the Albums as background images.....Cant this be editted so that people can enter a url from like google and the image will appear?

Not at this time, I don't believe, unless they change it in 3.8. You must use images from an album for profile styling.
