If you have a shell access, and can run daemons, you will be able to do this. If you do have shell access, Google will give you the answers. vBulletin.org is not really the place to ask about Counter-Strike.

seeing as you dont know what shell is, means you are probably on some shared hosting service. That being the case, shared hosting companies will not allow you to put game server software on their servers and in most cases those shared servers wouldnt be able to sufficiently run the game anyways. As far as some integration to launch/play counterstrike from your vbulletin forum, you wont find any freely available. What you are looking for is a forum based version of XFire or Steam and I dont think either of those companies are planning on creating vbulletin mods...
