Hi folks, just wondering if its legal to change this V image on browser? if its possible how to do so?

I tried searching this issue but found 0

It's called a favicon, and of course it's legal to change it.

After you create one (16x16 pixels) just name it favicon.ico and upload it to your website root.

The root folder is the one you put all your php files in. It's the folder that you go to when you type in www.yoursite.com
