A couple simple things could be added to /admincp/thread.php?do=tags to make managing tags much easier:

select/deselect all that are displayed on page
alphabetical links A | B | C | D...
link to tag page to display threads (for easy deletion if needed)
search tags in admin cp

More advanced:

change all tagA to tagB (for similar tags) or tag merge

Looks like a couple of these things were added with 3.8...
