can someone help me w/ with menu please?

I have created a custom menu for my forum and I was wondering if someone could help (if possible) on how I can get the navbar links i.e. Register, Member list and so on....
To work in a
</ul>
</li>
list like so?
The reason I dont just add the link is so that hopefully the links will change when a member is logged in or not.
