I am looking for a Mod which shows a Notice in homepage of those users who never posts...anything...everything is explained here ..

Ye Thanks but if u read it carefully i am looking for a specific Mod..which only shows message to those users who are registered in site and have 0 posts since they registered.
I had seen this system in some forumsboards.but didnt got what is the mod called
