I've been looking around on vBulletin.org and on google to see if I could find a modification that stops people from posting links/sending links in pms/and etc. that aren't on an approved link list. Does anyone know if there is a modification that does this or know if something like this could be made easily?

Sort of like a whitelist of urls? I don't think I've seen anything like that. I have seen mods to not allow you to post links until xx posts, but nothing about filtering what links can and cannot be posted.

I'm sure if you have the links in your "censored" tab in vBOptions, that it will ALSO block them via PM.
