Google Issues?

ok on Google Webmaster Tools im getting errors like this..

Duplicate meta descriptions - Pages 102
Short meta descriptions - Pages 45
Duplicate title tags - Pages 21

I need help resolving this in vbulletin on how i would fix this? so i can get ranked on google? please someone help iv had my site up for maybe 2 or 3 months & im not ranked on google when i have over 1,300+ members -_-
