Banned users can still see everything

My banned users seem to still be able to see the board, and access PMs.
I know before I upgraded to the new 3.7.2, I had 3.6.8 and when they were banned they just seen the box that had the reason and said, "you have been banned" etc.

Any reason why this is??

Forums & Moderators -> Permissions -> Edit banned users, so they can't see anything.

yeah, all of that is set right. I double checked. I don't get it...
Right now, I have all the banned ones miserabled tho.
