I'm trying to figure out how to fix this, but I can't find a setting directly for it in the user group permissions...

I was just informed that users who are awaiting email confirmation are able to send PMs.

Where can I fix this?

Just go to

AdminCP --> User group manager --> then chose the user group , look for Private Message Permissions.

Change the Maximum Stored Messages to 0 to disable PMs
