AdminCP > vBulletin Options > vBulletin Options > Message Posting Interface Options > Enable Clickable Message Formatting Controls

Make sure all boxes are set to: Enable Standard & WYSIWYG Controls

Then go to your UserCP > Edit Options > Miscellaneous Options > Message Editor Interface > Enhanced Interface - Full WYSIWYG Editing
