Is there a way that i can view emails that people have sent off of my forums ?

You can turn on Email logging in your vB Options.
AdminCP -> vBulletin Options -> Error Handling & Logging -> Log Emails to a File |

/home/users/public_html/email_log as my link to it but it doesnt log them |

Did you create that directory and is it writable for the webserver?

/home/users/public_html/ and i created the log file and put it to 777 and it still dont work |

Did you create a file or a directory? And is the directory set as world writeable?
