I have a few usergroups on my forum, and I have 2 paid usergroups, (VIP and Elite). Is there a way I can make it so a user has to be VIP before he can join Elite? I don't want other usergroups to be able to join this group.

Via the ACP -> Paid Subscriptions -> Subscription Permissions, you could set permissions so that anyone can pay to join VIP and only VIP can pay to join Elite.
