Allowing certain staff to upload avatars in admin panel?

I've been trying to figure out a way to do this for my site, but I am either missing out on how to do it, or it's not possible haha. Basically, I want to allow certain staff members, or mods, to be able to upload avatars for the entire community from the Mod panel, is this possible?
