I was wondering if there was a modification that would force ALL users to view the rules before visiting the site; even guests. They would either have to type "I agree" in a box, or scroll to the bottom of the "rule box" to make the "I agree" button appear.

I would advise against trying to do this.. it means the search engines will never see your whole site if they are always redirected to a rules page..
