how can i make Users with 0 post cant vote?

I need to know how to do, that users with 0 post cant vote.... there is a mod that is permissions based on postcpount, but it dont have with votes in survey... ui want that they had to had X post to vote..

Create a new usergroup, a clone of your "Registered Users" group. Now make your "Registered Users" usergroup unable to vote (through permissions). Then create a promotion for users with 1 or more posts into the clone group.
