Mini Mods - Shared Admin Notes

Alright, pretty simple idea but I think it should be useful to many people.

Download XML and upload as a product!

This is my first mod so there may be some things that were done different than usual but it works so that's always good

I remember my first time using vBulletin... I thought admin notes were shared =P

I was originally going to make the admin notes be completely sharable (i.e. remove the private ones) but not only did I not manage to do that (couldn't figure out how to do it without editing code) but I think the end result with BOTH is ultimately better than just one.
