I have a person who hasn't join my site but i have his IP is there away to banned the IP even though they haven't join

Either in VBulletin Options >> User Banning
Or via your domain control panel (Cpanel, Plesk etc) |

for the user banned it ask for a name doesnt ask for the ip.
How would i got about doing this thru my cpanel |

Keep in mind if this IP is from a shared pool like cable or DSL all you're going to accomplish is to lock out someone else.
In cpanel, go to Security>IP Deny Manager. |

So pretty much there is no way to ban just an IP addy
