Close/Remove Threads that are Voted as Spam

A bunch of people I know are looking for a modification that is kind of like the report feature in VBulletin, but instead a way that members can handle the problems themselves. A spam button that if say 10-20 DIFFERENT members click it, the thread/post will be deleted/closed. Think anyone is up to this?
