Users should "Add a poll"

I would like to give the possibility to one of my user (or a group) to add a poll on already opened threads, without giving him mod options. As administrator I can do that with a link "Add a poll to this thread" (link that even moderators do not have! amazing ) and its what i need for a group of users! Any idea?
