how can i divide users in to 2 user group?

4 example: i wanna divide register user group members in to 2 usergroup register 1 register 2 user group .. how can i do that..

i wanna know that becz i cant send a email to all my users at a same time..becz my hosting allow me only 500 per hour n i have 34,000 users...

Some 1 plzzzzzzzzz help me................
