We have a user who would like to ignore another user, but also, to prevent that person posting in their personal message in usercp.
Is this possible? |

I don't think you can disallow them to post indefinitely. Using the ignore feature, will however, hide all messages from that user.

The issue is the person on their ignore list can still post messages in their Visitor Messages box |

If one user is harrassing another, just ban him.

Right. Ignoring a user was never meant to be a "restrict this user to parts of the board I want to allow him to use".
If the guy's breaking rules, infract him. No need for elaborate software solutions. |
