Is there any plugin that will make people have to pay a certain amount (paypal) to post a thread in a certain forum?

deny posting for all in that forum via Forum Permissions and create a separate usergroup that can post. See Paid Subscriptions->Subscription manager

Use Paid Subscriptions. Once the payment is complete you can set them up to promote them into a usergroup (secondary) that would allow posting within the certain forum.
