am i allowed to remove "Powered by vBulletin" from the title bar of my pages?

if so, how?

if not, i'm guessing i must pay for a removal license? (which i thought only gave my auth to remove it from the bottom of all pages.)

yes, you are allowed to do !!

admincp->Language and Phrases->Search in Phrases->Search for text x_powered_by_vbulletin in Phrase Variable name only and edit it.
