Lurkers and Active members ban effect mod

Hi guys,

Just looking around for this and cannot find it... but..

is there a way to allow members, who create a thread, to ban other members from reading it or joining in... even go so far as letting them hit a single button that will dissallow all lurkers/members with less than X posts.
